Any effective negative SEO attack will result in a competitor site loosing ratings, a good SEO attack will never be aimed at the home page. A targeted landing page which is well connected to the rest of the site is usually enough. If resources demand it then multiple pages could be targeted simultaneously. Depending on the goal at hand few 301 redirects could also be implemented.
